Joseph A. DeSalvo, Co-founder & Executive Vice President, established the company in 1984 with his late wife Joy DeSalvo. Prior to founding DeSalvo Construction, Joe A. served as an estimator and later General Manager of Ben Rudick and Sons, Inc. in Youngstown, Ohio. Mr. DeSalvo attended Youngstown State University majoring in engineering and later completing coursework in construction management. He is a veteran of the United States Army and has served The Builders Association of Eastern Ohio and Western Pennsylvania in several capacities over the years.



Joseph K. DeSalvo, President, CHC, joined the company in 1996 beginning his career in the field as a general laborer, and then as an assistant estimator/project manager. Joe became an Estimator/Project Manager in 1998 and was then promoted to Executive Vice President in 2004. In 2013, Joe K. was named President of DeSalvo Construction. Joe K. manages all company operations and oversees all current projects. He attended Eastern Michigan University from 1988 through 1990, and transferred to Youngstown State University where he earned a bachelor’s degree in Business Administration in 1993. An active member of the Builders Association, Joe K. is a past president and currently serving on the Executive Committee and as a CAP Trustee. On March 17, 2010, Joseph K. DeSalvo was one of the first construction professionals in the country to earn the ASHE Certified Healthcare Constructor (CHC) credentials. Joe K. maintains the CHC credential by attending healthcare certified courses, seminars, and classes and that are recognized by the American Hospital Association and the American Society for Healthcare Engineering.


Sandra S. Algoe, Treasurer/Office Manager, joined DeSalvo Construction in 1987 as secretary to Joseph A. DeSalvo. As the company began to evolve, Sandra did too assisting, developing, and fulfilling the role of Office Manager. Sandra manages all daily office activities including accounts receivable, accounts payable, office payroll and all other reporting and record keeping. In 2016 Sandra was elected Treasurer of the company. Over the last 30 years she has continuously worked to improve and upgrade her skills through extensive coursework and education in numerous fields, including computer, accounting, human resources and safety along with completing credits from Youngstown State University in Business Management.


James D. Bayer, Vice President / Preconstruction Services,after earning his Bachelor’s Degree from Youngstown State University in 2005, Jim joined DeSalvo Construction the following year, and has served the company as a project manager and estimator prior to his current role, where he is responsible for coordination of all estimating, cost analysis, and procurement activities. Jim is an active member of the Builders Association of Eastern Ohio and Western Pennsylvania, where he annually serves as a mentor for their Estimating Competition at Youngstown State University. Jim is also a board member at Homes For Kids of Ohio, Inc., where he has served since 2016.


Mark J. Dodd, Vice President/Senior Project Manager, began working at DeSalvo Construction in 2012. Mark is responsible for overseeing scheduling, documentation, project cost reporting, resources, and quality control for all construction projects from commencement to warranty expiration and beyond. Mark's background is very extensive in the construction field which he began as a Union Carpenter in 1995. Over the past two and a half decades Mark has successfully managed several hundred million dollars in residential, commercial, and industrial projects. He also holds an Associate Degree in Business Management Technology from the University of Akron and is a United States Green Building Council-LEED Accredited Professional with Building Design and Construction specialization.

Laura S. Merrifield, Project Estimator/Project Manager, joined DeSalvo Construction in 2006 bringing with her several years of experience in construction and customer service. Laura previously attended Youngstown State University majoring in Accounting with a minor in Economics. Laura continues to attend classes to remain current in all aspects of the construction industry. Laura began her career at DeSalvo assisting project managers/estimators and providing support to the on-site superintendents and earned a promotion in 2013 to Project Estimator/Manager. Currently, her responsibilities include project estimating, management, procurement, and she has successfully completed a variety of projects ranging from new building projects, interior/exterior renovations, retail, restaurants, hospitals, and office buildings. Laura is also a current active member of the Builders Association.


Kyle J. Citino, Project Manager/Estimator, began working at DeSalvo Construction Company, IncKyle J. Citino, Project Manager/Estimator, began working at DeSalvo Construction Company, Inc. in 2018. Kyle brings with him six years of experience in project management. He earned his associates degree from Stark State College in Construction Management and bachelor’s degree from University of Akron in Construction Engineering. He has completed OSHA 30, ICRA, CPR and AED training.




Jo-Lynn Campbell, Project Manager/Estimator at DeSalvo Construction Company, IncJo-Lynn Campbell, Project Manager/Estimator, joined DeSalvo Construction’s estimating department in 2018. She currently holds a degree in Bachelor of Arts, Journalism and Associate in Applied Science with honors. Both degrees from Youngstown State University. Skills that Jo-Lynn brings to the company include Computer Aided Drafting & Design work and the most recent estimating techniques gained through the YSU/Builders Association Estimating Competition.


Melissa S. Moore, Accounting Assistant/ Administrative Assistant, began working at DeSalvo Construction in 2006 after graduating from Thiel College that same year where she earned her Bachelor of Arts Degree in Accounting and Business Administration. Melissa’s duties include weekly payroll for all field employees, accounts payable, and job cost data reporting, recording, and analysis to support the estimating department.
